To create a table you need to add Amazon API keys to your profile.
If you do not have Amazon API keys you will have to get them from Amazon (via the Amazon Associates program).
Once both keys are saved you can create tables. If these keys are not added, table creation is unavailable.
A throttled API is a common problem, especially when you're just starting out. Loosely speaking, the more sales you drive as an Amazon affiliate, the more API requests Amazon lets you make.

If you see an error message on the settings page but searches still work, that's expected: every time the settings page loads we fire a burst of PA API requests (one per locale you have configured), which can trip the rate limit even when normal searching is fine.
The fix is to drive more affiliate sales so Amazon raises your API limits. Until then, you may need to create some links manually and return to Table Labs once your rate limits increase.
Card updates, invoices, and cancellation are handled in the Stripe customer portal. Sign in with your purchase email and Stripe will send you a secure login link.
Refund policy: payments made within the last 30 days are refunded in full and the subscription is cancelled. Payments older than 30 days are not eligible. No exceptions. Refunds are processed automatically after you confirm via email.
